Is there any way to get this – rather common, in opera – figure to play back as expected?
No matter how long I make the fermata’s playback %, I get the same hold time.

You need to apply the rallentando to the first two eighth notes in the second ending so it ends before the fermata begins. Since the rallentando is so short, you may also need a hidden immediate tempo change at the beginning of the second ending.
