How do I get the final system of a piece of music to fill the entire width of from page margin to page margin?

You simply change the setting in Layout options (cmd+shift+L), note spacing category, “only justify final system…”
You should probably use the inline advanced search (+dorico +system) to avoid double, triple… threads
[edit] I tried the search engine and did not find the answer… I am sure it is not the first time I give the answer though !
