You can add a frame break in Engrave mode to the second system, which will leave a single system on the first page. Then take a look at Layout Options > Vertical Spacing > Vertical Justification, and make sure that the first value is lower than whatever percentage is shown in the frame fullness indicator in the lower left of the first page.
For example, this frame is 73.4% full.
So in order to get Dorico to justify this frame (spread the staves out on the page), the first value in Layout Options has to be lower than 73.4, and the checkbox should be ticked.

may be you can help me for an other issue. Now I have a system filling the first page and it’s OK. But how do I put two systems in the first page?
Dorico puts systems onto pages according to your settings – largely, space size, margins, and gaps.
For starters, if you added a frame break on the second system, as I suggested above, then delete it. If you still only have a single system on the first page, then Dorico has calculated that there’s not enough space for two systems, given your other settings. You’ll need to make the music smaller (space size), or allow for more vertical space (margins, gaps) in order for Dorico to fit a second system on that page.
You could force the issue by selecting something in the first measure in Engrave mode, then Ctrl/Cmd+clicking something in the last measure of the second system, and then clicking the Make Into Frame button. But you’ll probably find that that page looks very crowded, and the frame fullness indicator (little box in the bottom left of the frame) will be over 100%.
If you’d like to upload your project, or just the first couple of pages, someone can make a more specific recommendation.
It works, I asked it to have more knowledge on the various possibilities of layouts.
