Windows like the VST Connections window have white text, matching the OS with this accent color, but the rest of the Cubase windows is always black:
Title bar accent color is enabled in Windows 10 with Personalize > Colors > Colorize start, task bar and action center. Picking a darker color will change the title bar text colors.
