I had to look up the specific rules for a vs an because at first sight it looked correct to me, even though it sounds wrong. You’re right though, there is an exception for nouns that start with a u pronounced as ‘you’.

I agree its a little shoddy, but then again, its Hamburg not London… Forgivable in my book. Smartphones have allowed the English language to go to hell anyway…
