I’m attempting to have some floating repeats and time signatures with different parts in a section of a choral piece, but I’m not able to highlight specific barlines to use alt/option-enter for individual parts. I have the cutaways working but when I put in any of these things they still end up on the ot
her staves. What am I missing?

To be able to change the barline in a single staff independently (to put a bar repeat only in a single staff for example), you need first to set a local time signature for that staff: select a bar rest in the desired staff (probably in your case you can select the first note or rest at the beginning of the flow), Shift+M and after writing the TS in the popover, confirm with Option(Alt)+Enter. Now you will be able to select just the barline for that staff.
The reason for this is that In Dorico the barlines are generated by time signatures, so:
global TS=global barlines, local TS=local barlines.

@Christian_R Thank you so much for this feedback. It was incredibly helpful! I’m almost there but I’m noticing something that I’m unsure how to even define in order to figure out how to delete it… There are additional stave portions in various areas around the repeat signs right now. Any ideas on how I might get rid of them so there’s literally just repeat signs and material in between? I’ve marked them on this screenshot. Thank you!
To don’t show the extra single barline, you can select the repeat starts and in the properties panel set the Barline at end of system to none (not sure why, but it works):
(here an example before applying the cutaways)

For the protrusion at the beginning of each cutaway you can set the Staff line protrusion at start of cutaway to 0 (or, if you use manual cutaways, set the corresponding property in the properties panel, after selecting the signpost of the cutaway start):
For some reason the protrusion at end of cutaway will remain, when it coincides with a start repeat, also not sure why. Maybe some has an idea…

Here is a different approach which does not use local time signatures. Start by creating bars with the appropriate time signatures:
For each place where there will be different barlines in different staves, select the barline (which must be immediately followed by an explicit time signature) and type Shift+B +1z Return. Then hide the time signatures:
Go to Library > Engraving Options > Cutaways and set Staff line protrusion at start of cutaway to 0 spaces. Now add the notes, repeat barlines and cutaways:
Finally, remove the remaining 64th rests, switch to note spacing in engrave mode and move the start repeat barlines to the left:
