Select the first note of the bar you want to move, or the barline, and click “Create system break”

Select the barline before the bar you want to move down. In engrave mode, you can type ShiftS for a system break, or ShiftF for a frame break. (Of course the commands are also in the menu.)
You can’t move a bar to the previous system without forcing, because you’re making it more than 100% full.
I don’t know what those are and searching for “coda repeat markers” in the Help page gives me 197 results none of which probably cover using them as a workaround for indenting systems. Time for a rest.
