Dorico is writing what should be a quarter note on beat four as two tied eighths. Regardless of if I tie anything to it in the next bar or not. I tried using forced duration, but it still gives me the two eighths,

even when I delete the two highlighted notes, it shows two eight rests rather than a quarter rest…
Seems like a 9/8 bar.
What if you put the caret at the last note and do Shift+B -1e and enter?

It can happen if you change time signature on excisting music without having insert mode (i) on.

Yeah, sometimes it happens too when I import xmls from finale. esp if there’s a mistake or hidden note or something in the old finale score, Dorico often seems to interpret that as a meter change.

It’s a signpost, they show things that are hidden. To hide signposts check under View->Signposts. So you might have 2 4/4 time signatures at the same place.
Try deleting the signpost.
