No - your Cubase Pro 12 licence is replaced by a Cubase Pro 13 licence. However, you can start Cubase Pro 12 with a Cubase Pro 13 licence.
How do I do that ?
If a Cubase Pro 13 licence is activated on a computer then you can use Cubase Pro 12 - it will just work. What will not work is any version of Cubase before version 12 unless you have a suitable eLicenser licence available.
Steinberg allows you to use older versions of the product than your licence is for, but this only works within licensing ecosystems. Cubase 12 and up needs a Steinberg Licensing licence. Cubase 11 and earlier needs an eLicenser licence.

I just had a look at your account. You activated Cubase 11 in October 2021. Cubase 12 was released in November 2022. So more than a year after you activated Cubase 11. The grace period just applies for activation a few weeks before the release of a new version. If it was as you described just a few days before the release of Cubase 12, we would have granted you the free update of course.

Hello Matt. Thank you for giving me hope to get the cubase I purchased. I just have one concern. How can I reactivate cubase 13 If I happen to uninstall it. The key you gave me is not in my elicencer list.
Cubase 13 does not use the eLicenser anymore. Instead you need to start the Activation Manager to activate the licenses.
You can activate Up to three Computer at the same time.

I just found this thread and realized I Activated Cubase 12 in October 2023. I didnāt see a voucher for the upgrade to Cubase 12. I attempted to install Cubase 13 today and it hangs on the message āChecking Licensesā.
Also, when I did upgrade to Cubase 12, the website hung. I ended up clicking the pay button twice, thinking that there was an issue with the website. I checked my bank immediately and it showed that I had been charged twice. I had sent a support ticket, but its been so long without a response that it would seem my requests for support on this issue went unanswered. Any idea who I should contact to get my money back for the double charge?

He could purchase a new empty USB-eLicenser (and register it in his MySteinberg account) and enter the Download Access Code in the Steinberg Download Assistant app. This would be the preferred method if he has any desire to use Cubase versions through 11. The eLicenser would show a non-update/upgradeable 11 license and due to the grace period policy a 13 license should be available through the Steinberg Activation Manager.
If he doesnāt want to deal with the eLicenser at all and has no interest in running previous versions (other than 12 - the first on the new licensing system) you could activate the license on your system and then try to do a license transfer ā¦

Maybe it is better that you activate Cubase 10 on your USB licenser first, then look for a free update to version 13. Once you updated to version 13 you can sell the Cubase license to your friend via the Resale Wizard and he can use Cubase 13 without a dongle.

What license did you Transfer to a āSoft eLicenserā? Cubase 13 has nothing to do with the eLicenser at all, it is using Steinberg Licensing and uses the Activation Manager.
If you talk about releases of Cubase 11 Pro and earlier, that requires the USB Stick and can not be transfered to the Soft eLicenser.
