Going from LE4 to Elements 13

I have Cubase LE4 activation code but not yet activated.
I no longer have the LE4 SW and it is not available in the down load assistant so I can not install and activate it.
Due to that my budget is limited, my plan is to buy Cubase Elements 13 as an update from LE4.
Is this possible or shall I skip the LE4 and buy Elements 13 at full price?

Ask (here) for the Cubase LE 13 update from Cubase LE 4, which you will get for free.

Then you can buy and activate the Cubase Elements update from Cubase LE.

You don’t have to install Cubase LE 4 at all.
