Is there a way to set grace notes to appear after the barline throughout the entire score?

I don’t think there is an option to do that.
However, if you have done Select All and filtered for grace notes, only the grace notes will remain selected. Any action you perform will affect what is selected. In this case, that will be all the grace notes.
