I have GA SE 5 on Cubase 9.5. It says I’m missing the licence.
Can I download/buy it somewhere? I thought it came free with cubase 9.5.

Cubase 9.5 includes Groove Agent SE 4. Groove Agent SE 5 did not come along until Cubase 10.
Your Cubase licence is too old to use Groove Agent SE 5.
