downloaded cubase 10 and groove agent se4 still appears
Exactly the same problem here.
I’m on a Mac and have 9.5.41 also installed.
In the Plug-in Information I can see the path is /Library/Application Support/Steinberg/Components
If I go to the folder manually I can see Groove Agent SE.vst3 with an installation date of when I installed 9.5 (2017)

I’ve solved this (for me)
When I first installed Cubase 10 I deselected all the optional content as I don’t use any presets for anything.
Upon further inspection I saw that part of the optional content was to upgrade Groove Agent SE.
I ran the installer again this time leaving Groove Agent ticked and it installed Groove Agent SE 5.
I then removed the preset kits / patterns using the Library Manager.
Incidentally now 9.5.41 now also loads GA 5 SE
