The Halion sale during 2020 februari,
I own Nuendo 10 with Halion se3 that comes with the program, Can I upgrade from that or must I buy the full version?
Do not understand the differences between Sonic 3 and my Se3…

There is no discounted upgrade from HALion Sonic SE and content included in a Steinberg DAW to the ‘full’ version of HALion Sonic - you need to buy the full version.
HALion Sonic (full version) has a lot more content than the HALion Sonic SE bundled with Nuendo or Cubase Pro. The “Included Instruments” section of the manual explains each in detail.
