Is it normal that I can’t see initial harp pedalling at the start of the score? I ticked those options in the Layout Options to “Show harp pedalling” and I selected the “Diagram” tab and it still doesn’t show.

Did you select the first note and choose the “Calculate Harp Pedals” option in the Write menu?
Showing View > Colors > Out of Range Notes will show you where you need to recalculate farther on in the piece.
Those options are for display settings. Besides that, you need to actually CREATE a pedal change –at the start of the score, for instance.
