Have Cubase 8 Disk ,activation won't work?

I lost a hard drive ,I did not have a USB Dongle at the time :confused: .
I did not have the licence stored
Now when i reloaded the CD on to a new computer, i can not activate the software (Cubase 8, upgraded to 8.5)
Am I doing something wrong ?
Can I buy a new Licence for Elements 8 ?
If I buy 9.5 , will that licence open my 8 CD ? :confused:
