Hi, I just can’t figure out how to change the notated note with a tie to a dotted quarter note (The note “G” on the bass part) to look like the second picture

You can use forced duration (shift+O), and then select the eight note and add a dot. That should do the trick.
There’s no need to use forced duration of this one.
The only reason you get the tied note is because of the following rests. If you remove the rests you will get a dotted G.
