Is there a way to have in a frame multiple tokens with different justifications? I would like to have across the top of the page the Project Title left-aligned and the Flow Title center-aligned with the Flow Subtitle underneath centered underneath it. Is it possible to do this with one frame, or should I put each token in its own frame?

Each line in the text frame can have it’s own justification. But only one per line is allowed.
For a single line, you can have up to 3 tab stops defined. But this is not ideal for variable length fields. You can set them in Engrave Mode. Click the frames mode icon on the left hand panel. Open the Properties Panel, and select a Text Frame. You will see the Tab Stop settings.
