Notice that you already have a “template” in Finale that you use. That could also become true in Dorico (or any software). You just haven’t had the opportunity to make one yet.

Title and other global info is in the File > Project Info dialog box.
Measures in Dorico only result from the addition of actual notes. Deleting only note, chords, etc., is pretty straightforward. Take some time to study up if you want to learn it.
No one’s saying you have to use Dorico, @Stu_Batchelder. But you clearly haven’t tried hard and/or methodically enough yet to grasp some basics .
