How can I put the rest in the no time signature?
I remove the rest before but now I want to add rest.

If you “removed” that rest via the menu “Remove rests…” you can re-instate it by selecting the notes of the chord and down in the Property Panel deactivate “End voice”.

To comment on this:
What Remove Rests really does: it just sets the Ends voice property on the last note/rest before the hidden rest, and vice versa sets the Starts voice on the next visible note/rest. So deactivating “End voice” makes the rest visible again, because the voice just continues as normal again:
