The usual suggestion is to download MusGlyphs and add this notation as system text.

I don’t think there’s a way to get two quarter rests under the tuplet bracket, but maybe someone else knows.
Hi @Ted_Trobaugh, another way is to create this in Dorico, using a 0-line instrument, then export a slice, and create a Playing technique as Glyph with this graphic:
The exported SVG:

Usage example:
Cool! Thanks. It’s a great work-around, but IMHO Dorico should not require a work-around to achieve this, and similar, goals. Feature Request: A graphic-designer analogous to what Finale enabled you to do.
