I want to move the “pizz” to the top of “B note”, or behind it.

Playing techniques should follow the voice direction automatically, so if you’ve added it to the up-stem voice, it should appear above the staff. But you can always flip items by selecting them and pressing F as well.

If you want this to play back correctly (ie the up-stem voice to be played pizzicato but keep the down-stem voice sounding arco), it might be worth checking you’ve input the playing technique correctly in the first instance. Flipping is indeed a quick way of changing where things appear, but it won’t change their semantic “identity” etc.
