how to can upraise a measure into the above staff that is below staff?
N for cross-staff notes, Alt-N moves notes into the staff above, Shift-Alt-N copies the notes. And everything with M instead of N for moving notes down.

I want a high staff to be 6 measure, but when it comes to 5 measure it will go to the lower staff
Click on the first note of the measure, add a system break, click on the first note of the seventh measure, add a system break. Click on the first system break flag that you created, and in the properties panel below, toggle on “Wait for next…”
Where is system break?
It’s in Engrave mode.
