How to Create This Bar?

The following worked for me.

  1. Add a bar to the end of the flow
  2. Move the DC back to where you want it
  3. Change the barline to a double barline
  4. Add the key sig and time sig
  5. Select the final measure rest and do Edit > Delete Bars
