The shortcut that overrides it opens this drop-down list

I’m pretty sure this is a Windows Underline Access Key, not a Dorico shortcut.
I don’t have a Windows computer to hand but you might find this guide helpful for disabling Underline Access Keys: Enable or Disable Underline Access Key Shortcuts in Windows 10 - TechCult
If you wish to use them elsewhere (on the other Dorico menus, or in other applications), choose a different key combination for whichever Dorico function - to the best of my knowledge you can’t selectively disable Alt-L.
