Are you on Win11? It is a known issue unfortunately as explained here:

The post above points you to the Windows MIDI Services discord server. The fix is there in preview (it will be in Windows at the end of the month). You didn’t need to go through everything you did. For me, opening CMD (as administrator) and then running net stop midisrv and afterwards net start midisrv (with Cubase closed) works.
