How to import a vst plugin preset from a file folder?

I have Cubase 9.5, and I have a .vstpreset file with an Echoboy preset. I want to load that into Echoboy, but I find no way to browse the file system for a preset.

Can someone help?

that is not a preset for soundtoys echoboy it is a preset for a native steinberg plugin
