I want to insert more empty measures between two other bars directly in the score (as is done in the Finale for example). After a long search, I found Tempo Track and Process Bars, but when the time signature is different (on the screen), it simply changes the time signature of the next bar, without adding an empty one, as if it were adding a time signature and not a bar. Please help! I will be immensely grateful!

I expect, you want to Insert the bars at all tracks at once.
In the Project window set the Left and Right Locators to the position, where you want to insert the bars. Then go to Edit > Range > Insert Silence.

In the Process Bars dialog window you should also set the time signature.
