How to move selected tracks up\down with hotkey?

I cant find hotkey to move selected tracks up\down in general window?

Your question was how to move selected tracks up/down with hotkey. Those commands move selected events up/down.

… If the event is selected. If not and track is selected, then it moves the track selection up/down, so it changes what track is selected.
