How to place a note under the second of two tied notes

I am unable to discontiguously select the second note to place a G under it using shift+ I popover, because when I click the second note, the first is also automatically selected. How can I make the second image with two tied C# match the first?

Start note entry. Start chord mode (Q). Navigate to where the G should be and add it.
