Most probably the issue is not in the installation itself, but (probably) in the preferences.
Rename or remove the preferences folder, please.
Cubase Preferences folders are:
Mac: ~/Library/Preferences/Cubase X
Win: %appData% Steinberg/Cubase X_64
If there are older Cubase preferences folders, rename/remove them all, please.
After this, start Cubase, you will get the factory settings.

Are you sure, you removed the library from the Steinberg Library Manager? Do you have the latest update of the Steinberg Library Manager and also of Cubase?
