No doubt this is rather simple, however, my instrument change labels are constantly floating much higher above the staves than needed. How do I set it so that these are always closer to the staves?

In the first instance, check what their minimum distances are set to in Library > Engraving Options > Instrument Changes.
Otherwise, there could be something else “officially” at the same position that’s forcing it to move to avoid a collision, but you’ve moved out of the way perhaps? Impossible to say without seeing the project file itself.
