What’s in the Preset dropdown?
Are you using Control Room for monitoring? If yes, then the Output tab should look exactly like this. And then go to the Control Room tab and configure your monitor outputs (speakers, headphones, cues etc.) as desired.
For more precise help, you’ll have to tell us about your Interface and desired routing.
I did a deinstallation and thereafter reinstall.
Still no devices show up.

(Denon PMA-1700NE via optical fibre, working fine with all other apps)
What about your “MixPre ASIO driver”? Click that under Audio Device and you will assign that output driver to “Stereo Out”. Note that you can rename “Stereo Out” to “Main Out” or whatever you fancy.
BTW, ASIO drivers are generally preferable to WASAPI. WASAPI uses Windows internal sound mixer and you likely don’t want to do that. I would always choose ASIO, also for your other applications (SpectraLayers, Wavelab etc.). And ASIO usually offers much better (lower) latency, so that’s another big plus.

Well it should NOT appear there then. Either you have installed the interface driver software incorrectly or this is an output driver. Have you tried it?
There is not much to do right or wrong with the installation of this driver. Just click and go.
I wonder, why the typical outputs of the windows system do not appear.
Every other program I have here works fine with this output. Cubase does not.
But my question remains: have you actually tried it?

Have you tried selecting the “MixPre ASIO driver”?
ASIO drivers are what you want to be using in a DAW, and not the WASAPI drivers you clicked in your other audio apps.
For example, what other options are available in SpectraLayers Preferences under Type: WASAPI? If you open the drop-down box, do you also see “MixPre ASIO driver” for instance?
Nothing happens, no further options to chose from.

To check, I asked Sound Devices on how to deinstall theier asio driver completely, waiting for reponse.
And btw. I expect honestly, that a sound software works with standard windows configurations. Better is nice, no question about that. But all standards should be easily accesible.
No, I am referring to the box ABOVE the Input box. It’s called “Type:” and you selected WASAPI there. Have a look to see if your ASIO driver is shown there instead.
I do not know your hardware, so I can only guess at what architecture it offers.

But I need to use the PMA-1700NE, because of fibre-optic and it’s all working fine here.
Choose the “MixPre ASIO” driver, this is the driver to use your MixPre-3 recorder as an audio interface.
You will have to read your manuals and maybe watch some tutorials and what all of this means and how it works.
