I am struggling with Dorico - former Finale user. I am trying to set up a new score which will contain 3 flute parts. I would like to condense flutes 1 & 2 to one stave and flute 2 to a separate stave.

That should be simple… Just create a custom condensing group (in Layout options>Players>Condensing) for your 2 flutes…
Create 3 flute players and enter their music on separate staves (=parts) in Galley view. Then, in order to combine them in the score layout, setup the score to condense flutes 1 & 2.

In addition to the other answers, in case you’re not aware, or it hasn’t clicked for you yet…
In Galley view, every instrument (or section) gets its own staff. Galley view is the musical information presented in way that’s easier to deal with without certain notation elements getting in the way, such as multiple instruments sharing a staff. Once condensing is setup and enabled, you will see the condensed staff in Page view. Page view is showing a particular layout (such as Full Score).
Layouts are where page information (such as paper size) goes as well as condensing settings. One of the things I love about Dorico is it’s easy to create a 11x13 layout for an uncondensed conductor score, a 9x12 layout for a lightly condensed score, and an 8.5x11 heavily condensed layout for home printing, all in the same project.
