This is an orchestral score. I was able to move the measures using the comma (,) and period (.) keys, but this is not working for the last bar. What should I do? I want the last bar to move to the previous page.
Try deleting the System Break.

Could you please explain why this solution worked, and why the previous one didn’t? I’d really appreciate understanding what caused the issue. 
A system break forces the selected bar to be at the start of the next system. In your case, it looks like the system is deep enough so that only one system will fit per page, so the next system is on the next page.
