I can't activation and reactivation Cubase LE 5

Hi, I have a problem with the activation of Cubase LE 5.
I installed the program and eLicensera when generating code, and enter it on the page steinberg “There is no eLicenser with this number.”
I can not get a license because it says error.
I would add that I have windows 7 64bit.
Please help.
