For me both these modes work.
Are you using the latest version 14.0.32?
Can you describe in more detail in what way these modes do not match your expectation?

“Sync to project start” means that the cycle of the modulator starts when the playback is initiated. It also reacts to Cubase’s cycle mode, when the playhead cursor jumps to the left locator.
“Free” means the cycle starts upon setting it up and then keeps running regardless of start/stop of playback or the playhead repositioning.
“MIDI” means that the start of the cycle is retriggered anytime a midi event (I think it is limited to a NoteOn event) reaches the modulator. For this to work you have to create a midi track and route that to the modulator (also called MIDI side chaining).

I hope this gets addressed eventually. First and foremost it should react to the MIDI existing on the track that hosts the instrument & modulators.
Maybe that’s the source of the confusion (i.e. the OP expects it to work like that)?
First nothing to address, it’s working as should. It certainly shouldn’t react to the midi that’s being used on the track to play the instrument.
The whole point is that you can trigger the modulators independently (when you desire) using a midi note as a trigger.
The explanation above of the three trigger modes is spot on.
Yes, the description is factually correct - this is how it works.
But the feature is underdeveloped. You should have a choice of MIDI source, including the host track. Right now you can choose anything BUT the host track.
That’s how it works in any other DAW that has modulators (Bitwig, Live, Reason, FL, etc.) because it’s useful.
