I want to use CubasePro13 with Cubase9.5, so I purchased CubasePro13 Update from Cubase(Pro)4-11.
I activated CubasePro13 once with Steinberg Activation Manager, but when I opened it afterwards, it said it was waiting for approval, and Cubase Pro13 in “Show Steinberg-Licensing-based products” in “Products” in My Steinberg is waiting for authentication and has expired. What should I do next?
Even when I enter the download access code and paste the activation code into “Enter activation code” in the eLicenser control center (latest version 6.12.10.1326), only Cubase Pro11 (Upgraded to Cubase with Steinberg Licensing) appears, and after that, CubasePro9.5, which should have existed originally, is not reflected, so it cannot be reflected. Does this mean that CubasePro9.5 has become CubasePro11 instead of CubasePro13?
If that’s the case, I purchased “CubasePro13 Update from Cubase(Pro)4-11”, but I want to upgrade from Pro9.5 to Pro13.
How should I do this?

To see how Cubase 13 fares license-wise, run Steinberg Activation Manager, and activate it if needed.
For Cubase 9.5, you have to manually download it from here:
Since you do have a Cubase 11 license, this will allow you to run 9.5 no problem (you need to have the usb elicenser plugged-in of course)
(eLicenser Control Center will only show licenses up to Cubase 11. It’s normal. From Cubase 12 and on, it’s Steinberg Activation Manager that handles the licensing)

I would like to use Cubase 13, but as you said, only Cubase 11 activation is done with the eLicenser Control Center, and Cubase 13 is still showing as “pending activation expired” in Steinberg Activation Manager.
How can I get Cubase 13 activated in Steinberg Activation Manager now?

This, I don’t know. Back when I went from 11 to 12 (which is more or less the same situation as you are in), I put the code in Steinberg Download Manager. (From the big plus sign) Then, it updated the License on the usb elicenser after launching the eLCC, and then 12 just activated automatically in SAM.
Personally, I would try putting the code once more in the Download Manager and see what message comes up.
Please plug in the USB dongle and run e-Licenser. It should then turn your Cubase license, which is on the USB dongle into a Cubase license that has been upgraded to Steinberg licensing.
Afterwards please check in the Activation Manager, if the “pending” is gone.
