Is there a way to set Cubase Pro 8 to import Midi Files in general without program change data or do I have to delete the program change data individually (track by track) after imported in the Key Editor?

I’m afraid, you cannot filter any kind of data during import of the MIDI file. You can filter some data during recording.
To delete all program change, I would recommend to use the List Editor, where you can filter all other data, so only Program Changes are visible.
Or, the best solution would be to select all MIDI Parts at once, and apply prepared Logical Editor Preset:
Type is > Equal > Program Change
Action = Empty
Function = Delete
Done.
