If you try to import a MIDI track from a project with a different tempo, the imported track is imported at the original tempo, not the tempo of the track being imported into. As a result, the imported MIDI track is worthless.
There doesn’t appear to be an option to import at the target tempo.
Is this an old issue or a new feature?

In Cubase, the Preferences > MIDI > MIDI File > Ignore Master Track Events on Merge setting determines how tempo and time signature data (collectively known as “Master Track Events”) are handled when importing MIDI files into an existing project.
Functionality:
• When Enabled: Tempo and time signature data from the imported MIDI file are ignored. The MIDI data conforms to the existing project’s tempo and time signature settings.
• When Disabled: Tempo and time signature data from the MIDI file are imported and integrated into the project’s Tempo Track, potentially altering the project’s tempo map to match the imported data.
Use Cases:
• Enable this option if you want to maintain your project’s current tempo and time signature settings, regardless of the imported MIDI file’s data.
• Disable this option if you want to incorporate the tempo and time signature information from the MIDI file into your project.
That doesn’t sound like it will do what I want it to do. I don’t want the project tempo to change when I import a MIDI track, but I want the imported MIDI track to align with the project I’m importing it into.
If I’m importing a measure with 4 quarter notes, I want the measure to start on a beat, and all the notes to be aligned with the project tempo.
It works with copy/paste, but doesn’t with import.
Dragging a MIDI file into the timeline works too.

- Create a project, set tempo to 122 BPM
- Add an instrument and some MIDI notes (quantized).
- Save the project.
- Create a new project, set tempo to 128 BPM
- File->Import->Import Tracks From Project
- Import the instrument track you created in step 2
