Is the problem, the number of bars along the first system, line?
In Engrave mode, View menu > Signposts, if you unhide the signposts, does it have a system break in the first measure of the next system underneath?
I am not exactly sure what the problem is you want to fix, but you can control what bar is the last in each system, meaning where the system break occurs.
You can click on the System break and press Delete key to delete it.
Also, it looks like you have no music notation in the bars, you might want to enter the notes before formatting it.
I just tried: if you have set 4 bars per system in the casting off settings, you just need to insert a system break at the beginning of the 5th bar. In all the remaining systems, the number of bars will remain fixed at 4.
So you will get 4 bars in the first system, including the pickup bar, and 4 bars everywhere else. It seems that it is what you are looking for?
