How does one do what I have circled in red in the provided snapshot for Dorico Pro on a MacBook Pro? I’m looking to input what I have hand written above the red circle marked within the red circle next to the tempo marking. Trying to learn a new skill here.

While you can do simple “equations”, like eighth = eighth, in the Tempo popover, there’s no built-in method to construct the more complex example in your image.
You can create it with music symbols in a System Text object, just using the normal SMuFL music fonts (like Bravura Text). However, as said, there is a font specifically designed to help with these sorts of marks.
