Instrument Change and Condensing Change

then there’s something I’m not understanding.

let’s say on system one piccolo plays until the 2nd last measure.
there’s an entire empty measure of rest remaining for that instrument in the system.

new system, now the piccolo has changed to a flute, however, there are no actual flute notes until two systems further.

Dorico IS showing system two as consisting of two flute parts, and not one flute and one piccolo.

So why isn’t it letting me condense that system of two flutes onto one staff?

I have no idea if this is a “me” problem, or if it’s something lacking in Dorico. I have created a short new file, with only the notes from 1st and 2nd flute/piccolo, with the exact same measure layout as in my original score. The most important problem is that on page two, where the piccolo switches to 2nd flute, I’d like flutes 1 and 2 to share a staff, which is normal condensing. However, the second I try to add the condensing change so that this happens, all of the music in Flute 1 disap…
