It looks like this feature works only from the second used instrument (i. e. actually for the first change)
You can costumize the text for the first, though:

After some investigations I found out that
• The instrument name in the label is always displayed at the beginning of the flow, which in my opinion should be omitted, too (the name not the label itself).
• The change warning labels display also the instrument name which should be omitted as well with the enabled match option .
• If you choose Horn in A from the Horn (alto) category then Dorico internally seems to treat Horn (alto) as the common instrument name which doesn’t match the standard Horn category. I regard this as a bug.
