Is it possible to flip tuplet numbers in cues?

Yes. You’ll need to be in Engrave mode in order to select the tuplet numbers, and you’ll want to ensure that you’re setting the properties locally (in the top right edge of the properties panel), whether you’re rummaging in the properties panel or typing F to flip.
