Is there really no way to simulate a sustain pedal without a physical one in cubase?

I’d be fine with anything – a permanent CC64 signal using input transformer, a VST Plugin that simulates a sustain pedal, any other way really.

As it stands now, it seems impossible to properly simulate sustain without a physical pedal being connected AND pressed.

I’m talking about live playback / monitoring of an instrument track, NOT about recording with sustain.

You can use anything that sends a midi controller. The input transformer can then change the incoming message into CC#64.

You can create a MIDI device that just has one button mapped to sustain. It’s an old Cubase feature but still available, and not that hard to do. The button would be clickable, not sure if you can map a key stroke to it, but possibly. It might be what you’re after.

For live performance, it really is a lot easier and more natural to map sustain to a physical slider or knob or button on your controller to do this.
