Hello. I can’t figure out why these single bars of rest are taking up so much space by default. How should I go about solving this globally on all of my part layouts?

I will note that this project copied a lot from a MusicXML file derived from a Finale file. Could this be related to the problem?
Try doing Play > Playback Template, apply the Silence template, and save as a new file.
MusicXML imports do often have odd things about them!

Has anyone suggested exporting the file again as a plain XML from Finale?
Would that be better? The problem is, I have already done a ton of work in Dorico after the copy and paste.

You could import it into a new Dorico file to see what it would give you. Then you could decide which version would cause less future work to continue.
This setting is the problem:
Dorico spaces single bar rests as multibar rests, unless you scroll down in this section, pop open the Advanced Options tab and alter this setting:
It looks as though you want a fixed H bar. If so, use a fixed H bar!
