How will Dorico manage the differences between keyboards designed for English and Italian users when inputting notes, accidentals, articulations, etc.?

We will be providing separate keyboard shortcuts (or “key commands” as they are called in other Steinberg products) for each language, taking into account the differences in key layout between keyboards in different languages. And, of course, you will be free to customise the key commands as you see fit within Dorico as well.
