What’s your question?
Justification of the last system in Dorico has nothing to do with multibar rests, it’s something you deal with in Layout options >Note spacing.
I suppose it’s your taste to have such small spacings between barlines and notes… I prefer Dorico’s default output but I guess you changed it for a reason!

If you use a 1/4 time signature and want one-beat rests as measure rests, you will likely have to enter them manually either by putting in explicit rests or (perhaps) by adding 1/4,1 meters hidden but designed to enter pickup measures.

Edit: @MarcLarcher gave you one answer: Look at Layout Options > Note Spacing and increase the setting for “Only justify final system in flow” so that it’s larger than the fill percentage of your last system.

If you don’t like that solution, then start with your second example, and then in Engrave mode select the systems right handle with the Note Spacing tool and use the left arrow with a modifier (Alt/Opt, Shift+Alt/Opt, Ctrl/Cmd+Alt/Opt) to move it to the left.

1. I have a piece in 1/4 and want to display empty bars as quarter note rests. Is there a way to achieve this?
2. How can I justify the last system in my layout, so it does not fill the whole width of the page?
