Gotta be a prefs corruption… Have you checked that?
Or save a new key commands preset, and restart the sequencer?

It turned out that I had to delete the list of “Process Plug-Ins” in “Key Commands.xml”. Nuendo re-built the list after the next boot. The “Key Commands” window opens in less than three seconds now.
